The agreement between the city and the union is called a collective agreement (CBA). Each union has its own ABC with the city. The CBA cannot exceed a period of three years, but may apply for a shorter period. The process of negotiating succession contracts with unions is called collective bargaining. Of Weston`s 632 eligible municipal and school employees, 490 or 78 per cent are unionized. Pursuant to Chapter 150E of the General Laws of Massachusetts, the city must negotiate wages, benefits, and working conditions with each union. There are collective agreements with 12 municipal and school unions. Below are the current agreements with municipal associations. School CBAs can be found on the Weston Public Schools website. Non-unionized compensation plans can be found on a separate website. The school committee negotiates with the school unions.
The municipal administrator negotiates with the municipal unions on behalf of the selection committee. If the agreement is ratified and signed by the union, Selectmen`s board of directors executes the agreement by signing the successor CBA. Once fully executed, the terms of the agreement will be determined prospectively or retroactively, depending on the schedule. If the union does not vote in favour of ratifying the treaty, various results may occur; In the meantime, however, the terms of an expired contract must be respected. The CBA is valid for one or more fiscal years (From July 1st to June 30th). When a collective agreement expires, the union must contact the City Manager and indicate its desire to begin the collective bargaining process. However, unions often let the contract expire before starting collective bargaining on a successor contract. The City cannot force unions to begin the collective bargaining process and, as noted above, must abide by the current terms and conditions of the CBA. This process represents a challenge for the budgeting process. We are compiling the first open source database of police union contracts and other documents related to police liability for the 100 largest U.S. cities. These documents, obtained through FOIA applications through MuckRock, will be used for future analysis that identifies the ways in which they affect police accountability.

The City Manager leads the bargaining team, which includes the Deputy City Manager/Human Resources Director, the Director of Finance and the responsible Department Head. For example, the chief of police is part of the team that negotiates with police unions. Unions sit at the table during negotiations and discuss issues of concern to each party. Once a preliminary agreement has been reached between the City`s collective bargaining team and the union team, the City Manager submits the preliminary agreement to the elected officials` board of directors for approval before the agreement is finalized. If Selectmen`s board of directors approves the provisional agreement, the union will be informed and will often vote for ratification.
